Introduction

St. Lucie County is conducting a Project Development & Environment (PD&E) Study to widen and reconstruct the existing 10-mile segment of Glades Cut Off Road/County Road (CR) 709 from Range Line Road to Selvitz Road in St. Lucie County. As part of the study, all intersections within the project limits will be evaluated.

The PD&E study is the second phase of the project development process. Each PD&E study requires the combined efforts of professional engineers, planners, and scientists, to collect data, develop and evaluate alternatives, conduct studies, prepare reports, and gather input from the public, applicable agencies, and interested parties. The goal of the PD&E process is to develop the best solution which meets the transportation needs and offers the greatest benefit with the least impact.

Key Consideration for the study includes:

  • Enhance safety
  • Increase capacity along Glades Cut Off Road to accommodate future 2045 traffic volumes
  • Enhance multimodal mobility
  • Avoid or minimizing impacts to environmental resources
  • Address planning consistency with the St. Lucie Transportation Planning Organization (TPO)

A noise study will be performed as part of this PD&E study to determine the locations potential noise barriers are needed. During the Design Phase, final noise barrier locations will be determined.

Project Background

Glades Cut Off Road is a two lane (one lane in each direction) minor arterial roadway within the study limits. St. Lucie County has identified the need to widen (increase capacity) this portion of Glades Cut Off Road to enhance safety, increase multimodal options, and accommodate the forecasted traffic volumes generated from the anticipated growth in St. Lucie County for the year 2045.

The PD&E will evaluate widening and reconstructing the existing 10-mile segment of Glades Cut Off from Range Line Road to Selvitz Road. The improvements to this section of the Glades Cut Off Road will be designed with the goal of utilizing the existing right-of-way where feasible.

The No-Build (No Action) alternative is also being analyzed and compared against the Build Alternatives.

Environment

The natural environment is a critical foundation of the region’s economy and quality of life. The study area is located in St. Lucie County and is surrounded by rural and commercial land uses. The project’s potential effect on social, cultural, natural, and physical resources will be identified, along with potential mitigation measures.

St. Lucie County will seek opportunities to integrate emerging transportation technologies that can help reduce congestion, create mobility choices, minimize environmental impacts, and improve safety.
